Not true .. I've had 2 jerks in the last 6 months who got all the money back including shipping and kept the good parts. Paypal sucks !!
The fee varies after so many dollars, the higher the dollar amoun the less percent they want.
Wish I knew how they worked it. In my case, they sent me the wrong item. I had to pay the shipping back on the wrong item, plus I had to pay the original shipping of it to me. When I complained to Paypal, they said even though it was not my fault I was shipped the wrong part, rules were rules. I ended up getting the original buying price back, so it cost me 19 in shipping on an $8.00 purchase...
